Eligibility Criteria

Who Can Apply?

The applicant can be:

  • An individual Indian citizen aged 18 years or above.
  • A proprietorship firm.
  • A partnership firm.
  • An LLP.
  • A company registered/incorporated under applicable Indian laws.

For an individual applicant, self-attested copies of PAN Card and Aadhaar Card are required. Firms/entities must submit their PAN and GST Registration. A valid Trade Licence is also required.

Financial Eligibility

The applicant must:

  • Have adequate financial capacity to operate and maintain the shop.
  • Be capable of paying the quoted monthly licence fee/rent regularly.
  • Be capable of depositing the required Security Deposit.
  • Have no outstanding dues to Kataka Municipal Corporation or its associated bodies as on the application date.

The ₹1,180 application fee is non-refundable and must be submitted through Demand Draft in favour of the Commissioner, Cuttack Municipal Corporation, payable at Cuttack. The EMD of ₹10,000 must also be submitted through Demand Draft.

The EMD of unsuccessful applicants will be returned after completion of the allotment process without interest. For the successful applicant, it will be adjusted against applicable fees/security deposit.

Security Deposit

The successful allottee has to deposit a Security Deposit equivalent to 3 months of the quoted monthly rent within 30 days from the date of issuance of the Demand Letter/Letter of Intent.

For example, if the quoted monthly rent is ₹5,000, the security deposit would be ₹15,000.

How to Apply

The application has to be submitted in two parts:

Part A – Technical Bid

The technical bid should contain the completed application form, required annexures, mandatory documents, application fee and EMD.

Part B – Financial Bid

The financial bid must be submitted in the prescribed format. The quoted monthly rent must not be below ₹4,200 per month.

Both parts must be placed in separate sealed envelopes and then placed inside one outer sealed envelope.

The application should be sent through Registered Post/Speed Post/Courier Service as permitted by KMC to:

Applications through Fax or E-mail will not be accepted.

Selection Process

The selection will be carried out in two stages:

  1. Technical Bid Evaluation
  2. Financial Bid Evaluation

Only applicants who satisfy the technical eligibility and documentary requirements will proceed to the financial bid stage.

Among technically qualified applicants, the bidder quoting the highest monthly licence fee above the base price of ₹4,200 will be ranked H1 and considered for allotment, subject to the tender conditions and approval of the competent authority.

If two or more technically qualified bidders quote the same highest amount, selection will be made through a lottery/draw of lots conducted by KMC.

Licence Period and Rent

The licence will initially be valid for 2 years.

The monthly licence fee/rent will increase by 10% after completion of each year of the licence period. The agreement may be extended for another one year subject to satisfactory performance, mutual consent and approval of the competent authority.

The monthly rent must be paid on or before the 7th day of every calendar month through the payment facility authorized by KMC.

Important Conditions

  • The shop can be used only for printing, photocopy/Xerox, scanning and related permitted services.
  • Sub-letting, transfer or unauthorized assignment of the shop is prohibited.
  • The allottee must maintain cleanliness and sanitation.
  • Necessary equipment must be arranged and maintained by the successful allottee at their own cost.
  • Utility charges such as electricity and water will be borne by the allottee.
  • The allottee must follow the operational days and timings prescribed by KMC.
  • Tobacco, alcohol, intoxicants and other prohibited items cannot be sold, displayed or stored in the shop.
  • The shop cannot be structurally altered or subdivided without permission.
